Pingshan’s measures for high-quality development of science and technology innovation

“Measures for the High-quality Development of Science and Technology Innovation in Pingshan District of Shenzhen” took effect March 3, 2024, and will be effective for three years. More details about the measures can be found at https://www.szpsq.gov.cn/attachment/1/1415/1415414/11154645.pdf 

1. Supporting high-level innovation platforms 

(1) National, provincial, or municipal-level science and technology innovation platforms or their branches in Pingshan, in the fields of biopharmaceuticals, new energy and intelligent connected vehicles, and new-generation information technology, will receive awards after they receive financial support from national, provincial and municipal authorities. The awards are equivalent to 50% (national), 40% (provincial), and 30% (municipal) of the funding support from higher authorities, respectively, capped at 6 million yuan (national), 5 million yuan (provincial), and 4 million yuan (municipal), respectively. 

Such platforms or branches being constructed in Pingshan, if they hold significant strategic importance for local industrial development, can apply to the district government for support through a case-by-case review process. 

(2) Public service and management organizations above the municipal level that have been introduced to Pingshan will receive an annual operational subsidy of up to 5 million yuan upon approval by the district government.

2. Supporting industry-academia-research collaboration and innovation

(1) Support enterprises in collaborating with local universities through initiatives such as establishing scholarships and training bases, and co-training talent. Upon approval by the district's technology authorities, companies will receive a training subsidy of up to 100,000 yuan based on their actual expenditure costs. 

Support Pingshan enterprises in establishing training bases and innovation alliances in biopharmaceuticals, new energy, and new-generation information technology in the district with domestic and foreign higher education institutions and research organizations. These initiatives can receive an annual operational subsidy of up to 2 million yuan, upon approval by the district government. 

(2) Encourage local enterprises to collaborate with higher education institutions and research organizations to establish joint laboratories for proof of concept and technological development and commercialization. Upon approval by the district's science and technology authorities, these projects will receive subsidies equivalent to half of the investment, capped at 500,000 yuan.

3. Supporting technological achievement commercialization

(1) Small and medium-sized technological enterprises and national high-tech enterprises that have obtained loans through intellectual property rights pledging or securitization will receive subsidies equivalent to up to 70% of the actual financing cost. Each enterprise can receive a maximum total subsidy of 2 million yuan per year. 

(2) Technology providers are encouraged to engage in technology transactions with non-related entities through pricing agreements, listing on technology markets, auctions, and other market-oriented methods with higher education institutions, research institutes, enterprises and social organizations in Pingshan. They can receive subsidies equivalent to 5% of their technology transfer income in the previous year, capped at 1 million yuan.

4. Supporting technological award winners 

(1) Recipients of the highest national science and technology award in the previous year will be awarded 8 million yuan. Recipients of the national natural science award, national technology invention award, and national science and technology progress award in the previous year will be awarded the following amounts: 5 million yuan for grand prize winners, 4 million yuan for first prize winners, and 3 million yuan for second prize winners. 

Recipients of provincial science and technology awards in the previous year will receive the following amounts: 3 million yuan for outstanding contribution award winners, 2 million yuan for grand award winners, 1 million yuan for first prize winners, 500,000 yuan for second prize winners, and 300,000 yuan for third prize winners. 

Recipients of municipal science and technology awards in the previous year will receive district awards equivalent to half of the municipal awards. Other participating entities in national and provincial award-winning projects will receive half of the district awards. If the same project receives awards at multiple levels, district awards will be given based on the highest reward.

(2) Recipients of the China Patent Award in the previous year will receive the following amounts: 500,000 yuan for gold winners, 350,000 yuan for silver winners, and 250,000 yuan for excellence winners. Recipients of the Guangdong Provincial Patent Award in the previous year will receive the following amounts: 300,000 yuan for gold winners, 200,000 yuan for silver winners, and 150,000 yuan for excellence winners. Recipients of the Shenzhen Patent Award in the previous year will receive a 100,000-yuan award from the district.

5. Supporting R&D in enterprises

National high-tech enterprises, small and medium-sized technological enterprises, and technological organizations in Pingshan that lease offices and spaces for R&D and production aligned with the district’s industrial development orientation will receive renting subsidies.

A subsidy ranging from 10 yuan to 40 yuan per square meter will be granted for every 10-million-yuan R&D expenditure, depending on the R&D intensity. The maximum area eligible for the subsidy is 2,000 square meters.

Offices and spaces for R&D and production should not be leased or sold during the subsidy period, which is valid for 36 consecutive months since relocation. Companies in incubators are exempt from the subsidy period limit.

6. Supporting high-tech companies 

Enterprises recognized as national high-tech enterprises will receive an award of 200,000 yuan from the district. Those re-certified will be awarded 100,000 yuan.

7. Supporting innovation and entrepreneurship spaces, incubators 

(1) A 200,000-yuan subsidy will be given annually for two years to innovation and entrepreneurship spaces recognized by the district's science and technology department. 

(2) A maximum award of 500,000 yuan will be given to innovation and entrepreneurship spaces recognized at the city level or above.

(3) Innovation and entrepreneurship spaces at the city level or above will receive up to 300,000 yuan in operational subsidies annually based on evaluation, with a maximum continuous support period of two years. 

(4) Science and technology incubators recognized by Pingshan's science and technology department will receive an annual award of 400,000 yuan for two consecutive years. 

(5) Science and technology incubators recognized by city authorities or higher will receive an award of up to 1 million yuan. 

(6) Incubators at the city level or above and district-selected incubators will receive up to 500,000 yuan in operational subsidies annually based on evaluation, with a maximum continuous support period of two years.

8. Supporting popular science education

(1) A maximum award of 100,000 yuan will be granted to popular science education bases recognized at the district level and above. 

(2) Organizers of popular science events approved by the district's science and technology department will receive a maximum subsidy of 50,000 yuan, with a maximum annual total subsidy of 200,000 yuan for the same organizer.

9. Supporting innovation and entrepreneurship competitions 

Enterprises or projects in Pingshan which have won the top three awards in the finals and industry finals of China (Shenzhen) Innovation and Entrepreneurship International Competition will be granted up to 1 million yuan in industrial space-related expenditure support. Projects that win awards at multiple levels will receive district awards based on the highest prizes.

10. Supporting technological innovation activities 

Innovation and entrepreneurship activities approved by the district government can receive subsidies equivalent to half of the event costs, capped at 1 million yuan per event.

11. Supplements

This policy is to be interpreted by Pingshan departments in charge of science and technology innovation. It is subject to adjustment during its implementation if national, provincial, or municipal policies and regulations are adjusted. Implementation details or application guidelines will be promptly issued.

Entities applying for preferential measures under this policy, as well as other similar incentives in Pingshan, will be granted the most favorable treatment with no duplicate benefits being handed out.

If Pingshan's annual fund for scientific and technological innovation exceeds the fiscal budget, proportional reductions will be made for projects receiving funding, except for those made eligible under the terms of "approved or agreed by the district government“ as stated in this policy.

The total funding for a single entity should not exceed 10 million yuan per year under this policy. However, for major projects that align with Pingshan's strategic layout and play a significant role in supporting technological innovation, the district government will consider providing supports to them on a case-by-case basis, exempting these projects from the restrictions of this policy.
